An end to subsidized enviro lawsuits?

Citizens for Balanced Use reports:

Wealthy activist groups that sue the government and then force taxpayers to pick up the tab for their attorneys’ fees would now have those taxpayer subsidies disclosed to the public under legislation jointly introduced by Republicans and Democrats in the U.S. House this week.

"balanced" looks primarily tilted towards vendors of motorized goods and services.

It does appear that way, but I still agree with the article. If environmental groups can get reimbursed for lawsuit expenses by the taxpayers, then why can't all groups, regardless of what they're suing the government about? And as a taxpayer, why would I want to reward anyone by paying their legal expenses if I don't agree with them to begin with?
